- Woodbank was a township in Shotwick ancient parish, Wirral hundred (SJ 3472), which became a civil parish in 1866.
- It included part of the hamlet of Two Mills.
- The population was 48 in 1801, 64 in 1851, 72 in 1901, 77 in 1951, and 62 in 2001.
- In 2015 the civil parish was abolished and incorporated into Puddington.
