Swainmote courts were constituted under Forest Law. They are said to have been "duly kept, although ineffectually to the preservation of the Forest, as they can only convict, but cannot punish". They were a type of Petty Session, held before the verders of the Forest of Exmoor as judges, by the steward of the court, with swains, or freeholders within the Forest as jurors.
