The Devonshire Association’s Presidential Address was delivered at its July 1895 Okehampton meeting. On that occasion Lord Halsbury presented a wide-ranging address on the relationship of Archaeology to Science, Art and Literature.  
Association President for 1895, the eminent Hardinge Stanley Giffard, 1st Earl of Halsbury, PC, QC. (3 September 1823 – 11 December 1921) was both lawyer and Conservative politician who served three times as Lord High Chancellor of Great Britain. In 1898 he was created Earl of Halsbury and Viscount Tiverton, of Tiverton. A comprehensive biography with portraits is available in Wilkipedia. Lord Halsbury’s Presidential Address, from a copy of a rare journal can be downloaded from the Internet Archive. Google has sponsored the digitisation of books from several libraries.
